TO BE REMOVED: The name "W3T3" stands for a program that uses Web 3.0 concepts (W3) to Train the Trainers (T3). The acronym is a temporary code name for transformative education that prepares Indonesian citizens (and through example, the world) to live better lives while benefiting from the growing powers of digital technologies. The name will be changed soon, but it will remain W3T3 until a new name is created.

W3T3 is a transformative education project started in Indonesia and designed as an inclusive model for the rest of the world. At its core it is a knowledge management platform that integrates humans, organizations, and computer networks. W3T3 creates new ways of learning, of sharing knowledge, and effective methods for knowledge production (i.e., real education). The goal is to give a majority of people a solid understanding of data so that everyone can improve their lives and their communities through the growing powers of digital technologies. The W3T3 program is inexpensive and very easy to implement. It makes use of free, open source software and data sharing practices, as well as taking advantage of inexpensive and already existing computers, such as laptops, smartphones, and low-cost single board computers. W3T3 is inspired by Web 3.0 (described below).

The W3T3 Program is grounded in the following:

Data is inextricably intertwined with all aspects of our lives.  Since the advent of networked data through the World Wide Web and other computer networks, data is the basis of social media, our health, our finances, our security, our freedom, our economy, our political systems.  Trustworthy data is required for defining ownership and agreements.  An uninterrupted flow of quality data is required not only for our own health and well being, but the health and well being of all of our societies.  We believe that Data is the Asset!  Currently, the flow of data, and its harvest, is only understood by a small educated class of people in the world.  By utilizing Web 3.0 concepts(described below) and providing egalitarian access to the science of data governance, a vast majority of people can easily understand data, use data, share data.  Understanding data, and making choices about the data in one's life, benefits everyone.  This inevitably helps each individual better understand and improve their lives.  This leads to people understanding and improving their communities and our societies.  In our era of networked data, data is a key to the world.


Web 3.0 is the superposition of three layers of networked data. Please also see Web3 Curriculum[1].

Web 1.0:Accelerated Data Life-cycle

Web 1.0 creates shorter lifecycles of data exchange between end-users and data suppliers. This increased clock-speeds of data exchange increase business opportunities and transactions. Faster data exchange clock-speeds naturally enable new accounting practices, therefore transforming the way how assets are being recognized and labeled. In other words, the shift in data refresh rates directly results in revolutions in the science of governance, or put it more mildly, the sophistication of project/time management practices. Therefore, new project/time management skills must be updated due to Web 1.0 inspired data revolution.

Web 2.0:User Generated Content

Web 2.0 is about user generated content. By capturing the transactional data and meta data about many end-users, the data themselves become a new kind of asset, therefore created large centralized companies to sift through this new asset pool to mine for value. This data mining/sifting process is a way to conduct quality control practice on data, therefore, the algorithms and qualify control techniques determines the scalability of Web 2.0 business.

Web 3.0:Decentralized Data Security

Web 3.0 is about decentralized data security, made feasible with technologies such as blockchain[2], Non-Fungible Tokens(NFTs), and most recently, PKC. The opportunity arises when data assets can be governed by individuals, as long as they learn the basic use cases and basic properties of data security best practices.

Why W3T3?

The most noticeable aspect of W3T3 is its data-centric knowledge representation and dissemination. The World Wide Web inspired us to use causal-relation as a universal data format to encode content knowledge of any kind, leveraging the already mature Web Browser industry standards, it is possible to deliver almost any kind of content knowledge using standadized browsers. At the same time, the viewership and interactive feedback from users can also provide useful guidance to refine knowledge content, even allow users to produce valuable content knowledge directly in Web Browsers. This Completely Web Based knolwedge production workflow is already a reality, as many desktop applications are in fact Web Browsers in disguise. However, this totally Web-based data transportation and presentation architecture, needs to be continuously developed and operated by human talents. Therefore, getting enough people to learn about the full stack architectures and the foundational data science theoretical knowledge is a necessary condition to pave a sustainable development path. In other words, we must create a knowledge production workflow that can also teach users new skills and learn from user feedback using the powers and insights that are derived from the Science of Data.

Web is all about Relational Connectivity

The progenitors of the modern web infrastructure already knew the universal expressiveness of causal-relations, often encoded as hyperlinks. But it is rare to see a systematic curriculum that efficiently relate the expressive powers of hyperlinks to the formal and scalable reasoning powers of mathematics, physics, artistic elegance, and social activities. Web 3.0 provides a possible infrastructure for all of the above, and that is why we must create a learning platform to not only train all Web 3.0 users to know about the powers of the web, but also be able to evolve the training or educational material to better articulate and better connect the essence of abstract data to concrete experience of man kind. That is why W3T3 is created, to be a sustainable learning platform for all using nothing, but causally-related data, known as the Web!

An Open Invitation from W3T3

W3T3 is an open project that invites anyone in the world to help refine the architecture of a global knowledge production workflow. It will utilize Web 3.0 technologies and Web 3.0 social norms to conduct data exchanges. and operational expertise to all stages of supply chain will be the sustainable , it is most reasonable to enable the whole supply chain. By using PKC as a common platform to enable a global Data Supply Chain, we create a brand new platform to reboot the economy for all societies of different technological maturity. Thanks to globally ubiquitous communication network, sending data from and to all places is not a major problem anymore. The only barrier is the gap in the foundational knowledge of data science.

Prior Efforts

We have been collecting relevant literature and like-minded practices on PKC to help formulate a referential Data Science Curriculum. One of the work is originated by Dr. Yohanes Surya. His work on presenting and packaging the physical meaning of data in highly scalable teaching method has been an inspiration of this project. We will also add other similar tools and works to be linked on PKC to introduce the concepts and applications of W3T3.

Indonesia G20 and W3T3

Web 3.0 and Data Science are new and highly visible terms in the year 2022. It happens that G20 will be held in Bali, Indonesia, and we think that these terms will be of direct interest to many people around the world. We want to use this opportunity to serve the world, and the world leaders who come to Bali, Indonesia, a feast of intellectual content that maybe worthy remember, even act on before and after the G20 event in November 15~16, 2022. Therefore, we decided to frame Web 3.0 and Data Science in a way that is related to the Science of Governance, where Open Sourced, Decentralized Security Service, and Domain-Specific Data Analytics must be of direct interest to leaders of any organization. It is also particularly relevant to Indonesia, because this is a nation that is composed of an extreme diverse geographical and cultural heritages, while its rich natural resources and young talent pool can be a major source of solutions to many of the existing world problems. These problems are like to be better resolved using the immense power of Web 3.0 and Data Science.

W3T3's Initial Demonstrate Programs

We will kick-off the W3T3 program by leveraging the operational experience of the Presidential Scholars Program of Indonesia, and the Gasing Method Demonstration Program initiated by Minister Luhut. Initially, three base campuses or cities located in three separate islands of Indonesia have been chosen to try out this program, and we hope that we can incrementally deliver Web 3.0 and Data Science content knowledge to these places before and after the Indonesia G20 event in November 2022.

Rationale for W3T3

The rationale of W3T3, is to create a data science literacy program that fundamentally shifts the knowledge architecture for Indonesians, so that they can quickly adopt Web 3.0 enabled technologies and even create more innovative technologies based on the foundation of data sciences. Indonesia has many secret ingredients to conduct experimental programs that cannot be done by any other nations. The advantage of Indonesia over other countries includes the following reasons:

  1. A large, and young population: See Indonesia Population Distribution.
  2. An integrative curriculum that grounds math, literacy, business, and scientific knowledge content in the context of modern data-science. This modernized curriculum has been practiced in Indonesia for 20+ years, and it needs to be scaled up and equipped with Web 3.0 infrastructures to propel Indonesia's economic and social excellence.
  3. A low-cost, yet distributed geography, with cheaply available data processing hardware and software that can serve as a data asset exchange platform for a broad range of applications.

Unique Feature of W3T3

As a Data Science knowledge dissemination project, W3T3 has the following unique features:

Democratize Data Ownership

As mentioned earlier, Web 3.0 is about decentralizing data security infrastructure, therefore, lowering the barrier-to-entry for anyone who wants to conduct valuable data transactions on the web. At same time, making people aware of such egalitarian infrastructure is available, and know how to use it would be a required preparatory stage.

Secure Data Transaction supports the slogan:Data is the Asset!

To be more accurate, trust-worthy bookkeeping (data keeping) is the foundation of recognizing asset ownership. It is also the required condition to enable effective asset exchanges. Therefore, as Web 3.0 offers a new security infrastructure for data exchanges, help people think in the intellectual framework of Web 3.0 is about introducing the working principles of pragmatic cyber security practices. To envision the technology and social challenges of data security in the Web 3.0 era, a technical framework presented by Applebaum [3] on this subject is available. A generalized theory on the control and communication of data has been investigated by Daizhan Cheng[4]. However, to make a large population to utilize an egalitarian data security infrastructure, a new and scalable information architecture[5], and a compatible pedagogical model[6] is needed to disseminate the knowledge.

Data Content in Natural Language:machine assisted natural language translation

Defining a globally accessible curriculum that broadens data science literacy to all people would be highly relevant to global leaders and citizens at large. By emphasizing Data is the Asset! slogan, it will help solidify the fact that Indonesia as a forward-thinking nation who can address, and even lead the world to see developmenta opportunities in this upcoming era of data sciences. It will also demonstrate that fact that the current administration is mindful of education and technology literacy. For the world, G20 should be considered as an opportunity to exchange ideas between the largest 20 countries around the world, to become mindful of data sciences as a common platform to address challenges in the physical world. Most importantly, we should leverage the publicly available data processing powers, to translate[7] existing textual content on data sciences into languages that these 20 countries, so that it removes one strategic hurdle of the spreading data literacy. Moreover, by applying data science techniques[8], it is possible to massively improve the identification and dissemination of highly-relevant research results.

DevOps as a Data Literacy Skill

DevOps orientation: An explicit division between activities on Content Development (Dev) and Training Service Operations(Ops). This DevOps-oriented approach to Web3.0 Content Development and Service Operations would maximally leverage the industrial practices and operational expertise. The focus of the DevOps-oriented approach is to streamline the content development to increase the clock speed of update cycles, while not sacrificing the quality of work. There are also efforts, such as Dev4x:Project based Learning[9] to bring DevOps to better incorporate Data Science as well as educational practices.

Measurable Learning Results

Focus on Measurable Learning Results: This program explicitly operates an incentive system that rewards content creators to help citizens to pass data science related qualifications. Knowing that data science related skills and knowledge can be interactively measured using scalable, online data intensive infrastructure, it is possible to reach out to a large number of people in a short amount of time. Ideas from Proof of Learning by Bodo Hoenen can also be applied in learning assessment[10].

Software/Data Infrastructure

To properly recognize learning results, a trust-worthy, yet convenient learning data collection mechanism must be made available to participants. In this case, we propose to use pre-packaged open sourced solutions, such as PKC, and a standardized software deployment workflow to give access and autonomy to learning data collection. To obtain more opinion neutral content, besides wikipedia, the same founder had created a new data content governance model, and started providing public data content on Encyclosphere.org.

Hardware/Physical Infrastructure

To ensure that people or organization has adequate physical instruments to conduct learning and demonstrate their skills and knowledge in popularly accessible locations, public schools, community hackerspaces, and convention centers that are dedicated to facilitate in-person, group-based learning activities is a major infrastructure program. By strategically mixing up small scale community hackerspaces, public school programs, and city-wide convention centers may greatly amplify the efficiency of technology exchange and transfer. This new allocation of physical resources can be demonstrated with new city planning programs[11].

Gamification of Learning Process

To engage students in the process of learning, the principles of game design can be applied to systematically identify opportunities to improve learning efficiency and efficacy. Other than providing consistently measured learning progress assessment, and associate digital badges of honor with them, we also need to leverage the incentive mechanisms often known in game design literature[12][13][14][15] to better engage learning activities using common game design patterns.

Attaining Mastery

To attain knowledge or skill levels up to a level of mastery requires significant efforts and repetitive exercises. Gasing Method invented by Dr. Yohanes Surya had significant experience in creating emotionally sustainable and physically meaningful exercises to explain the concepts of number, computation, and physical laws in intuitive, yet logically rigorous formats. This unique practice will be incorporated in the W3T3 program.

Highly Reputable Instructors and Thought Leaders

Invite world-leading experts to review and improve the content. Engage with leading Youtubers who present high quality and high viewership content. These thought leaders will help define that Indonesian government is strategically engaged with this data science community. Leveraging the upcoming G20 event, we can invite some of these top data scientists in the world to push the case for personalized data ownership as a globally accepted cause for more trust-worthy and transparent public data. At the same time, having a focus on data security and privacy as the main thread of curriculum, will naturally fit the needs and operational requirements for getting more people to adopt Web 3.0. It is important to note that cybersecurity is considered to be the most prominent content in this curriculum. This will be the main thesis of how to teach data science in terms of asset management.

G20 Web 3.0 Professorship

W3T3 proposes to invite a number of Data Science related scholars, engineers, and creative artists, to serve as G20 Professors for Web 3.0. The goal is to have these thought leaders and scholars to help advise government officers, institutional educators on utilizing Web 3.0 practices to disseminate knowledge at scale. A team of academic affairs coordinators will be dedicated to help identify, invite, and support these Web 3.0 experts. This academic affairs coordinating office will also support the operational needs of these professors and their intellectual/teaching activities on the web.

G20/UN Supported Web 3.0 Hackathons

Before, during, and after G20 in November 2022, we propose to run a series of in-person and online hackathons that help introduce technologies and operational practices related to Web 3.0 infrastructures. These hackathons will particularly focus on Decentralized data security related topics and infrastructures, and invite people to test and construct distributed computing infrastructures that support egalitarian access to publicly available data, and help protect personal data assets using Web 3.0 infrastructures.

Open Sourced Personal Data Applicance

Develop a set of low-cost, yet highly distributed, symmetric data appliances to serve both individual and community functions, will give citizens a platform to better practice their data science knowledge, at the same time benefit practitioners with real social, economic and intellectual gains. Specifically, deploying Personal Knowledge Containers (PKCs) as a scalable data asset containers that can be run on a wide range of devices, while giving every person a self-sovereign data domain. This will be a unique feature to be articulated as a national policy originated by Indonesia as a nation.

Workflow executed on Personalized Data Appliances

W3T3 proposes to start running a collection of publicly available PKC instances for educational purposes on highly available cloud computing infrastructure, such as Amazon Web Services, initially. These PKC instances will serve as the seed instances to help demonstrate and replicate themselves to serve localized communities. Individual persons and small enterprises/non-profit agencies are welcome to incrementally learn to operate their own PKC instances. Ideally, individual persons should have their PKC data content, automatically and regularly backed up onto their local and privately owned data storage devices. Most of these features has already been implemented as part of PKC code base, and they are available on Github. An operational goal is to increase the number of PKCs running in collaboration mode with other PKCs. To ensure that PKC can carry out inter-organizational workflows without trust-worthiness concerns, we are adopting various technologies, originally inspired by Smart Contract as implmented by Ethereum[16][17]. PKC as a data and source code producing framework plans to adopt an heterogeneous multi-chain approach to provide trust-free[18] data transaction.

Utilizing existing Networked Time Services: Time is Money

W3T3 will use a combination of Network Time Protocol, and public Blockchains to provide digital timestamping services for injecting the trust-worthiness of data content. Some of these data transmission and data verification procedures can be run on PKCs as mentioned earlier. These data services can be provisioned using a federated computing configuration in a PKC-based DevOps workflow. An explicit goal of W3T3 is to help as many people as possible to recognize that the trust-worthiness of data could be technically verified using timestamped data content, which may come from a community-operated data verification service. At the same time, making all people aware of a reference implementation, say PKC, which can be a turn-key solution of offering such verification and other commonly known software and data asset deployment functionalities that would serve a significant portion of average citizen's data asset management needs.

Science of Governance via Trust-worthy Data

The well-known adage:"Garbage in, garbage out!" states the necessary condition for attaining trust-worthy data before rational decisions can be made. In the Web 3.0 era, where real-time data is almost considered to be overwhelmingly innundating human cognitive capacity, enabling citizens to have egalitarian access to the knowledge of data governance, is an inevitable step for establishing fairness and equality in social order. W3T3 is an attempt to deliver that intellectual platform through low-cost, accessible content knowledge about data and computation, so that everyone in the world could benefit from the power of Moore's Law[19]. Based on the proposed arguments so far, the Science of Governance in Web 3.0 era must be grounded in the following content instrumentation/knowledge/skills:

  1. Time/Project Management Skills supported by late-breaking data instruments
  2. A flexible workflow or content supply chain that accommodates all data content across space and time.
  3. An distributed authentication and authorization infrastructure and data security literacy that enables fair and ethical data ownership and data processing capacity(an egalitarian secure programming model).

Web 3.0 as a Scalable Instrument for Egalitarian Access to Turst-worthy Data

The decentralized data security model that comes with Web 3.0 have already revealed many technical solutions to deliver data security to the masses. However, to make more people become aware of these solutions, a scalable and personalized educational platform similar to PKC must be also presented to the public. The development of W3T3 is not just about developing the software, but also the educational content, the content evolution process, and the online community that self-governs the content of interest with their own free will.

Automatic Natural Language Translation of MediaWiki Content as a Necessary Service

To maximize the reach of W3T3, we need to present these content in natural languages utilized by different cutlural groups, so that W3T3 will not only support people who speak major languages utilized by industrialized nations, such as English, German, French, Chinese, and Japanese. PKC already incorporate semi-automated machine translation feature, and the MediaWiki Babel extension already support a large number of natural languages. We will mobilize people in different cultures to perform human verification of these translation, and provide some gamified incentive structures to help propagate and verify as much semi-automatically translated content as possible. These translation mechanism and its gamified incentive systems will be reused in projects with similar requirements, and using natural language translation as a starting test case would be relatively easy to do, and provides a great starting point for W3T3 in the year 2022. For the purpose of demonstration, the following languages are selected as a starting exercises in 2022 for W3T3. They are:
